UN Ethiopia

The problem: 

Ethiopia is experiencing significant fragility, with its ability to service debt tenuous, and crisis impacts influenced strongly by economic and geopolitical factors. 

UN Ethiopia is undertaking the development of its new 5-year Cooperation Framework process. The UN RCO in Ethiopia wants the CF to have a broader analysis of interconnected risks.

The outcome: 

Whilst this project is still ongoing, the results of the workshop will now be used to expand on the existing risk analysis and co-develop the alternative scenarios identified to then be included in the Cooperation Framework process.

Our approach: 

In partnership with the UN Development Coordination Office and UNDRR, a bespoke Foresight and Risk Workshop was undertaken in-country. The workshop was structured to build on the risk analysis already done and to develop alternative scenarios with the UN team.

Participants were taken through a structured scenarios-building block process to identify emerging risk triggers that could compound the country’s existing humanitarian crisis. Alternative scenarios were identified to strengthen the CCA and CF process. 

This approach is now being trialed across multiple countries to iterate and build and more forward-looking Cooperation Framework structure.
